Ad Hoc Commission: Construction Economics and Management

Report to the 22nd General Assembly

Sun City 30 May - 4 June 1999

1.    Relationship with International Cost Engineering Council (ICEC)

During the past nine months the relationship between the Ad Hoc Commission and the International Cost Engineering Council has been developed, with Roger Batten MBE, the immediate past Chairman of the ICEC accepting the role of Deputy Chair of the Ad Hoc Commission. It is proposed that a protocol be executed at the Sun City Working Week to finalise this relationship.

The ICEC comprises some forty-five member Associations representing Quantity Surveyors and Cost Engineers world-wide in four groupings, the Americas, Asia Pacific, Europe and Africa.

The benefits to both FIG, particularly the Ad Hoc Commission, and ICEC are clear, both in co-operation in working groups and in joint participation in conferences and Working Weeks. The Ad Hoc Commission programme for Sun City includes an ICEC Africa Group meeting.

2.    African Association of Quantity Surveyors

Some considerable progress has been made over the past year towards the formation of an African Association of Quantity Surveyors. Associations from Nigeria, Kenya the Gambia and South Africa have been contacted with a view to formalising some Association to develop communications between the various national associations in Africa. It is programmed to hold a meeting during the Sun City Working Week to discuss this further and to develop the formal basis for such an association.

3.    Progress of working groups

Five Working Groups have been established to develop and exchange research on the following:

  1. A database of professional associations in the quantity surveying, cost engineering and construction and project management fields.
  2. Construction procurement – Europe.
  3. Research & Development.
  4. A comparison of the procurement of buildings and their engineering installations.
  5. Standards and practises in cost engineering.

Chairmen have been identified for three of the five Groups and some progress made. It is hoped that an outline can be presented for Groups 2 and 4 during the Sun City Working Week and that these can be extended to include interested members from the African associations.

Working Group 5 is co-operating with other FIG Commissions on International Standards, and with a similar Grouping from the ICEC.

The work of Group 1 now needs to be expanded to resolve the communications between the various national groupings. It is holed progress can be made with this in Association with the ICEC in June.

Unfortunately, primarily due to time pressures on the Chairman of the Ad Hoc Commission, progress has not been as good as had been hoped. A substantial effect will now be required to demonstrate progress during the Sun City Working Week.
