INTRODUCTION

Welcome to this 45th FIG General Assembly, partly online, and primarily in Warsaw, Poland.

In 2021 the entire General Assembly had to be online. It worked, and it was possible to carry through the General Assembly. But the online version was held because it was not possible to meet in person. In the future, the main focus will be on the onsite meeting.

2021 was also the first year experiencing online voting. We used the system SimplyVoting and it worked satisfactorily. Due to the remaining uncertainty of travelling from some areas FIG Council has decided also in 2022 to continue online voting.

The General Assembly 2022 will be a mixed General Assembly.
The first session will be only online and will take place one week before the Congress starts.
There will be two on-site sessions during the Congress days and both sessions will be with live broadcast.

The following will explain in detail the format and procedure of the General Assembly.

ROLL CALL AND REGISTRATION FOR VOTING

All members are encouraged to participate in the General Assembly (as well as all other interested). Each member is encouraged to appoint an official representative. With the appointment of an official representative, FIG considers the respective member as being “present” at the General Assembly.

Eligible to vote are member associations (MA) in good standing. The appointed official representative will be the person who will receive the emails with the links to votings and who will cast the votes on behalf of the association.

Please note that only member associations in good standing will be able to vote at the General Assembly. This means that the association does not have unpaid arrears from 2021 or earlier. FIG Office will send out reminders to all members in arrears. If you are in doubt whether your association has unpaid, please contact FIG Office at FIG@fig.net. Payment of arrears must be received before 2 September 2022 in order for the member association to register and to be included in the first voting on general matters. Later payments will be considered as not received in due time.

For the two other elections (two vice presidents and president) it is possible to pay onsite the latest on Sunday 11 September before the General Assembly starts in order to be included in the elections.
 
All member associations are asked to appoint their official delegate the latest on 25 August 2022. This will be done through this google form:

Sessions 2 and 3 - onsite with broadcast

The onsite sessions will take place in Warsaw Poland, at Doubletree by Hilton Conference Centre. We encourage you to attend in person. Register here for the full congress

If you will not be able to attend in person it will be possible to follow the sessions online. The sessions will also be recorded and made available afterwards.

Time Zone

The challenge of a global event with online attendance will be the different time zones. Since the on-site Congress will take place in Poland, this time zone, CEST (Central European Summer Time) will be used in general.


VOTING AND ADOPTION OF AGENDA ITEMS

Voting will be online and will take place in different rounds. Official delegates who attend onsite in Warsaw will also vote online. Please make sure that you have access to your email. For each voting round an email is sent to the official delegate from SimplyVoting.com  with instructions on how to logon. For those associations with more than one vote, separate emails for each vote will be sent.

We will be using the online voting system Simply Voting (https://www.simplyvoting.com/) which is the same system as in 2021. In order to make sure that each member association can vote (due to the different time zones and eventually instable internet connection) we will give you sufficient time to cast your vote. When a voting ends FIG Director and the appointed tellers, will get a certified report from Simply Voting with the result. In case a delegate is not able to access the system the tellers can confidentially assist with the cast of vote.

Please note: It is important that we get a valid email address for the official representative. The links to the voting sheets will be sent to the email address that you provide to us, and only to this one email address. You cannot enter more than one email address.

Members who have two or three votes will receive two or three emails – please note it is possible to vote separately in each of the voting sheets.

Three different voting processes

The official representative from each member in good standing will receive emails coming from simplyvoting.com with a link to the voting sheet. The system ensures that it is not possible to see how the votes are cast.

There will be three voting processes:

  3. Election for the post of President
Process 1: All general agenda items

The voting sheet for all other items will include the following topics:

Process 2: Election of two Vice Presidents for the term 2023-2026

Two Vice Presidents must be elected. There are four candidates.
This means that at least two voting rounds are needed and can be up to four voting rounds. According to the statutes:
 
Election of the first Vice President:
 
IF: one candidate gets 50% or more votes in the first round this candidate is elected. Election continues to the election of the 2nd candidate between the two candidates who received the most votes in the first round.
IF: no candidate gets 50% of the votes there will be a new round of voting for 1st candidate between the two candidates with the most votes.
 
Election of the second Vice President will be done between the remaining three candidates:

IF: one candidate gets 50% or more votes in the first round this candidate is elected. Election continues to the election of the 2nd candidate between the two candidates who received the most votes in the first round.
IF: no candidate gets 50% of the votes there will be a new round of voting for 1st candidate between the two candidates with the most votes.

Process 3: Election for President

There are three candidates for the position for President. This means that there will either be one or two rounds of voting. The voting will be started on Tuesday 13 September at 18:00 CEST to give the president candidates some time in Warsaw before the voting begins.

IF: one candidate gets 50% or more votes in the first round this candidate is elected.

IF: no candidate gets 50% of the votes in the first round there will be a new round of voting between the two candidates with the most votes.

The appointed delegates from each member association eligible to vote will receive an email from www.simplyvoting.com with a link to the voting sheet when the voting starts, and one reminder.

Please note: once your vote has been cast/submitted, you cannot undo or change it.

For each new round of voting, all official appointed member association representatives will receive an email.

The voting system is generating anonymous replies which means that no-one can see who has voted what. Further, no-one can see the result until the voting round has been finalised. A reminder will be sent at a certain time before deadline from the system to those who have not voted. All this is done automatically.

3. APPOINTMENT OF TELLERS

Normally the General Assembly shall appoint two persons as tellers for the entire General Assembly. Since voting will take place online through a secure voting system, SimplyVoting, a certified report from SimplyVoting with the results will be published.

The voting sheets will be prepared by FIG-Office and two appointed tellers will apart from FIG Director have access to the SimplyVoting system.

Security, Reliability and Transparency of the Electronic Voting

It is important to note that nobody within FIG including the two tellers will have access to details of the cast votes. The voting itself runs fully automatic and is under the external control of Simply Voting Inc., 5160 Decarie Boulevard Suite 502, Montreal, QC H3X 2H9, Canada.

The voting system allows the tellers to see who has cast a vote and when this has been done, but they cannot see any details on what each delegate has voted, nor can they see any results until the voting is finalised and a report has been created by SimplyVoting. Once the voting is over the overall result will be published by the system.

4. ADOPTION OF THE AGENDA

The General Assembly was announced through the newsletter and on FIG web site, and the Agenda for the General Assembly was published in July on the web site and sent by email to all members.

5. ADOPTION OF THE MINUTES OF THE 43rd AND 44th GENERAL ASSEMBLY

The minutes from 2020/2021 have been circulated previously. The General Assembly 2020 was held together with the General Assembly 2021, hence the agendas and minutes of these two assemblies are merged.

6. MEMBERSHIP

6.1 Admittance of new Member Associations

FIG has received no new applications for membership since the 44th General Assembly.

6.2 Other Member Association Issues

There are no other Member Association issues

Motion: That the General Assembly notes the update.

Decision:

6.3 Expulsion of member associations

The General Assembly has power to expel from the Federation any member association whose fees are in arrears and shall under normal circumstances expel any member association whose fees are three years in arrears. (Article 4.3 of the Statutes).

The FIG office has sent information to these associations informing that if their membership fees are still in arrears at the time of the General Assembly the General Assembly shall expel the above member associations at its meeting on 4 September 2022 unless FIG Office receives payment from the associations.

After acceptance of the new member association and before expulsions, the number of FIG member associations is 102 from 85 countries.

Motion: That the General Assembly notes that at this General Assembly there are two members to expel unless FIG office receives payment from the associations:

6.4 Suspended status 2022

In accordance with its administrative measures, FIG Council, has deferred to continue for 2022 the issuance of a membership subscription invoice to the following members and FIG Council deem their membership to be in suspension:

to suspended status as again an international ban makes it impossible for them to transfer the registration fee.

The situation with these associations will be reconsidered by Council again in 2023.

Motion: That the General Assembly notes the members in suspension.

6.5 Other membership issues

6.5.1 Affiliate members

There has been one application for affiliate membership since the General Assembly 2021.

Two affiliate members have been expelled:

After these changes the number of Affiliate members is 43 from 42 countries.

6.5.2 Corporate members

FIG Council has admitted one application for corporate membership:

The following member has resigned its membership of FIG:

FIG Council has expelled the following members due to lack of payment of membership fee:

After these changes, the number of corporate members is now 20.

6.5.3 Academic members

FIG Council has admitted three new Academic members since the General Assembly 2021:

The payment structure of the Academic Members was changed in 2013 so that Academic Members would be invoiced every 4 years instead of every year. The four-year payment will reward the members with a 50% discount. Academic members were invoiced in 2014, 2018 and again in 2022.

In 2021 FIG Council expelled all academic members who had not paid their arrears from 2018:

The number of Academic Members after these changes is 78 from 49 countries.

6.5.4 Correspondents

The number of correspondent members are five. The current correspondents are coming from Maldives, Pakistan, Rwanda, Tonga and Venezuela.

Motion: That the General Assembly notes the actions that the Council has taken with other membership matters.

7. PRESIDENT’S REPORT

President Rudolf Staiger has prepared the President’s report on the activities of the Federation since the General Assembly in 2021 that was held online (from the Netherlands).

8. APPOINTMENT OF HONORARY MEMBERS

The Council has received two nominations for Honorary Members:

According to the Statutes paragraph 3.1.7 an individual who has materially assisted the development and promotion of the surveying profession at the international level can be appointed as an honorary member. Nomination for this appointment shall be made by a member association or the Council, which will consider it and submit it to a vote of the General Assembly.

The Council has considered both proposals and decided to propose to the General Assembly that it appoints Prof. Volker Schwieger and Mr Stephne Djaba as Honorary Members of the Federation for the outstanding services they have provided to the Federation in different positions and functions.

Motion: That FIG General Assembly appoints Dr Robin McLaren, Mr Jim Smith and Prof. Michael Barry as Honorary Members of FIG.

9. COOPERATION WITH THE UNITED NATIONS AND THE WORLD BANK

Update 2020-2021

FIG has continued to collaborate with the World Bank and various agencies and structures within the United Nations.

The main activities in the co-operation with the United Nations and the World Bank during this period have been:

Participation to FAO and the Voluntary Guidelines, VGGT
Under a Letter of Agreement, several sessions were included in the technical programme of FIG e-Working Week 2021 including a keynote presentation. Again in 2022 a letter of Agreement has been signed for FAO activities during the FIG Congress 2022. Included is a session organised in cooperation with FIG Commission 8 on Multi-purpose land consolidation and the Academic Members Forum organised together with FIG Commission 2 on: VGGT & UNCCD COP 14.

Two joint FAO, FIG and UN-ECE-WPLA publications are being produced, of which one of them will be published in the FIG Publication series and the second in the FAO series, Knowledge for Investment:

A special joint FAO, FIG, UNECE/WPLA session dedicated to these publications will be held during the congress.
 
Participation to Global Land Tool Network GLTN:

Participation to the work of UN-GGIM

Participation to the work of the International Committee on Global Navigation Satellite Systems (ICG)
Participation to UN-OOSA, Co-chairing WG-D

Motion: That the General Assembly adopts the report on the co-operation between FIG and the United Nations, its agencies and the World Bank and records its thanks to all those who have contributed to this co-operation.

10. LIAISON WITH INTERNATIONAL PROFESSIONAL ORGANISATIONS

The Joint Board of Spatial Information Societies JB-GIS was formally established during the FIG Working Week in Cairo in 2005. The name was in 2017 changed to UN-GGIM-Geospatial Societies. The Geospatial Societies meet annually during the United Nations Committee of Experts on Global Geospatial Information Management meetings.
The meeting of UN-GGIM-GS in 2021 was held online.
FIG has been in the lead of UN-GGIM-GS for the two year term 08.2020-08.2022
FIG has collaborative MoUs with several organizations who are part of the Geospatial Societies.IG has further bilateral agreements of co-operation with several other international associations like ECCE, ISM, IFHP, CIB, IAO, IHO, ION, ICEC, FIABCI, IFHS, PAIGH, PAQS, and UIA.

FIG has entered a Memorandum of Understanding with Stand for Her Land Campaign (S4HL) https://fig.net/news/news_2022/01_stand-for-her-land.asp

With the MoU FIG and S4HL agree to work together to:

FIG Chair of Commission 10, Alan Muse, is chair of the International Construction Measurement Standards Standard Setting Committee. FIG is represented on the ICMS Trustee Board by the President.

FIG is represented in International Land Measurement Standard Coalition by Mr. Maurice Barbieri.

FIG is member of the Ethics Standard Committee.

FIG is a member of the International Council for Science (ICSU) and is working together with ISO and International Valuation Standards Committee (IVSC) on land and surveying related standards.

Again in 2022 there were various activities around the world celebrating Global Surveyors day on and around 21 March 2022

11. FIG ACCOUNTS FOR 2021, AUDITOR'S REPORTS AND BUDGETS 2022-2025

The financial report will be presented to the General Assembly. 12. SUBSCRIPTION RATES FOR 2024

The General Assembly has to set levels of fees for member associations two years in advance of the year in which they become payable. Fees are payable in respect of each individual member up to a maximum of 5,500 members. Membership fees have been discussed as part of the finance report, appendix to item 11.

The 2021 General Assembly approved membership fees for 2023 as follows:

Member associations from countries listed by the World Bank as low-income economies or lower-middle-income economies shall pay € 2.40 member up to a maximum of 5,500 members.

The General Assembly decided in 2017 to increase subscription fees with 8% for 2019 after subscription fees have been kept at the same level for the years 2012-2018. This level has been kept in the following years. FIG Council has discussed the fees in the light of the current inflation. Even though this will affect the budget Council suggest keeping this same rate for 2024.

It must be noted that in 2021 FIG Council granted a 20% reduction of fee to all members due to the difficulties during the Covid19 Pandemic.

13. FIG FOUNDATION

Mr. John Hohol, President of the FIG Foundation has prepared a written report on the FIG Foundation activities in 2021-2022.

During the past year two Directors have resigned from their posts:

David Mitchell has been Director of FIG Foundation representing Commission 2 during his term of commission chair. He has earlier expressed his wish to resign from this post due to a too large workload and he stepped out in 2021. His profile has been scientific/academic.

Mike Barry has been on the board since 2006 and has decided due to personal circumstances to step down. He has secured the scientific/academic line of the Foundation over the years. Mike Barry was in 2021 appointed Honorary Member of FIG for his longstanding involvement to FIG.

FIG Council has appointed two new Directors:

FIG Council thanks the two outgoing Directors for their valuable contributions over the years and welcomes the two new directors.

The FIG Foundation President will be ready during general assembly session 1 to respond to questions and comments from the delegates.

15.3 FIG Regional Capacity Development Networks

The chairs of the two networks have prepared a written report on the status of the networks.

The Chair of the Asia/Pacific Network, Rob Sarib is willing to continue as chair for the coming term (2023-26). FIG Council has agreed to this decision.

Prof. Jennifer Whittal had expressed her interest to continue as chair of the FIG Africa Regional Network (ARN) for the coming term, however with her academic profile FIG Foundation and FIG Council wished to see her as Director of the FIG Foundation. It is not possible to continue in both positions at the same time. Jennifer has kindly accepted to become one of the FIG Foundation Directors, although she also expresses her sorrow to leave ARN.

Instead, FIG Council has appointed Surv. Mohmmed Mamman Kabir from Nigeria as new chair of ARN for the coming term gradually taking over from Jennifer Whittal so that she could finalise some of the current activities that she had started, and with full effect after the General Assembly 2022.

115.4 International Office of Cadastre and Land Records (Office International du Cadastre et du Régime Foncier) OICRF

Prof. Dr. Christiaan Lemmen, Director of OICRF has prepared a written report on the OICRF activities. In the report OICRF has proposed that the General Assembly appoints Dr Eva-Maria Unger as the new Director of OICRF. Ms Pauline van Elsland will continue her activities as secretary of OICRF. FIG Council supports this change.
Dr. Eva-Maria Unger will precede Prof. Christiaan Lemmen who will retire from OICRF after leading the institution for 12 years.

The proposed Chair of the Permanent Institution will be ready during general assembly session 1 to respond to questions and comments from the delegates.

OICRF report - 2021-August 2022

16. TASK FORCE ON FIG AND THE SUSTAINABLE DEVELOPMENT GOALS

In 2019 FIG Council established a Task Force that will focus on FIG and the Sustainable Development Goals. This Task Force is chaired by Ms. Paula Dijkstra from the Netherlands. The Task Force has organised a special session in the technical programme at the Congress. Over the past six months the Task Force has published a news item each month with focus on a commission or network chair and their approach to the SDG’s. With this work done, and still more areas to focus on in regard to FIG and the SDG's the Task Force recommends that the Task Force will continue during the next term.The Chair of the Task Force will be ready during general assembly session 1 to respond to questions and comments from the delegates.

17. NEW PUBLICATIONS

The History of Surveying - 7 volumes covering Three Millenniums of Measurement of Earth. These seven books include a life-long research and work of Jim Smith and Jan De Graeve on the History of Surveying. Only a 100 Special Edition Sets of the seven volumes have been printed.

The printing of these Special Editions has been made possible by Trimble, and all income from the books are donated in full to FIG Foundation.

18. FIG WORKING WEEK 2028

2028 is a special year as it is the 150th anniversary of FIG. Already in 2019 the two French associations OGE and AFT expressed their interest at the presidents meeting to host the FIG Working Week in 2028. The two associations have already done a quite extensive work to prepare a bidding material.

On one hand, Council wants to respect the power and constitutional role of the General Assembly. On the other hand, Council supports the idea of celebrating our 150th anniversary in Paris with the Working Week 2028. Paris is the natural and obvious place because FIG was founded 150 years ago exactly there.

With this background, FIG Council would like to see the Working Week 2028 taking place in Paris but will be open for discussion and listen whether GA is supporting this idea or if there are any objections or concerns.

At the General Assembly in 2021 an Engagement Committee was installed for a trial period. The trial period continues during the coming 2-3 years with a specific focus on new potential Chairs Elects.

If there will be no absolute majority in the first vote, a second vote will be organised between those two candidates that have most votes. 

IF: one candidate gets 50% or more votes in the first round this candidate is elected.

The Land Reform Association, Belarus (MA-10007) has been a member of FIG for many years. They have unfortunately informed that in the summer of 2022, the association was liquidated, and ceased to exist. Added 7 September 2022

Ordre des Géomètres Experts de Côte d’Ivoire (OGECI), MA-10129 has paid its membership fee and is now not being expelled.

There are now 96 member associations.

Motion: That the General Assembly decides on the membership issues based on the proposal of the Council.
